Cell Phone Batteries Walmart

Does new packaged cell phones comes with the battery charged already?
Im planning to buy a prepaid t-mobile phone tommorow at walmart and then go to a t-mobile store right away to get the flexpay plan on the phone. does the phone need to be on for them to put the flexpay service or can it just be off and let them just put the SIM card?????
Sometimes the battery will be charged and sometimes it will be half and sometimes not at all. All the cell phones i have gotten are normally half charged.
P.S. I would get alltel prepaid alot better!
