Cell Phone In Europe

is it necessary to have a cell phone while travelling in europe?
I’ll be there for three and a half weeks with four other guys, is it reasonable to have an international cell phone to keep in touch with eachother and people at home? the plan i looked at gets free incoming calls and 99 cent per minute outgoing.
Well, do you think you’ll need one? THe truth you don’t need one, if someone should get lost from the group always plan a meeting place, like back at the hostel, if someone is to get lost.
But if your budget allows it, why not?
