Can the latest iPhone 3GS models be jailbroken? And if so, to what extent (e.g. tethered jailbreak or untethered? and what firmware version?) [Apple Part Number: MC131X/A]

There are multiple ways, but keep in mind that some of the newer versions of 3GS are locked down. In that case it will have to be a tethered jailbreak.
Just follow the directions and see what happens. It will usually take multiple tries in order for the desired result to be accomplished.
As a warning, jailbreak can introduce virus and brick your iPhone, so be careful.
