I sold an item on ebay and the buyer is ripping me off, HELP!?

I sold a brand new t-mobile blackberry in the box for $250. The buyer send me $250 through paypal and a few days later sent me a message saying he wanted a $150 refund because it was used, when it WASNT!! he swears that it is used and has scratches all over it. He is TOTALLY lying, it is brand new and has no scratches on it, I saw it myself. I told him that I would give him a full refund after he sent me the phone back. Its been about 2 weeks and he hasnt sent the phone back. Paypal has locked my account until it gets settled, what should I do? I have emailed him twice and I havent gotten a response back, he has really good ebay ratings.

Here is the only thing to do: contact paypal, tell them about the situation and let them know that you agree to give him a refund when he returns the item. Seeing as you lost contact with him, tell them to “unfreeze” your account, and leave the auction as settled seeing as he is not putting any effort into it. After this, paypal shouldn’t have a problem, but they might give him a little more time, otherwise, the money is yours.
